On October 7, 2024, Vice President Dr. Mahamudu Bawumia officially launched the CitizenApp, the latest digital innovation aimed at improving the interaction between the government and citizens.

The app consolidates all digitised public services onto one platform, making it easier and more convenient for Ghanaians to access government services.

The CitizenApp is designed to provide a seamless experience for citizens by bringing together government-digitised services. Whether it’s registering a newborn, applying for a passport or driver’s licence, renewing an NHIS card, filing taxes, or even searching for jobs, all these tasks can now be performed with just a few clicks on a mobile phone or computer.

Launching the app, Vice President Bawumia described it as a bold step forward in Ghana’s digital journey. “The CitizenApp is a comprehensive digital platform designed to centralise and enhance interactions between the government and citizens.

With this single, unified, user-friendly platform, we are consolidating public services to enhance efficiency, accessibility, and convenience to all citizens and residents of Ghana,” he said.

A new digital experience

As part of his ongoing digitalisation efforts, Dr. Bawumia has championed several initiatives aimed at streamlining public services, and the CitizenApp is the latest in this series. He encouraged Ghanaians to download and use the app to experience the convenience of digitised government services.

“Whether you’re renewing your passport, filing your taxes, or looking for a job, download it and give it a try. Share your feedback—tell us how we can make this platform even better for you. After all, this app was built with you in mind,” Dr. Bawumia added.

But what exactly is the CitizenApp? Here’s everything you need to know about how it works and its impact on digital governance in Ghana.

Key features of the CitizenApp

1. Comprehensive Service Access: The CitizenApp centralises all public services onto one platform, allowing users to access everything from birth registration to business filings.

2. Personalised Identification System: Similar to the Ghana Card, the app features a unique ID system that links to your profile, simplifying access to government services.

3. Single Sign-On: Citizens only need one login to access all government services on the app, making it user-friendly and convenient.

4. Data Interoperability: The app ensures seamless data sharing across government agencies, reducing the need for repetitive paperwork and speeding up service delivery.

5. Wide Range of Services: Users can pay utility bills, apply for a passport, register businesses, search for jobs, and even access a death certificate in the unfortunate event of a loved one’s passing—all through the app.

Data interoperability

One of the key features of the CitizenApp is **data interoperability. This allows different government systems to exchange and use data seamlessly.

The system links various government agencies, ensuring that data flows smoothly between them, which in turn reduces bureaucracy and streamlines service delivery.

With data interoperability, citizens no longer have to submit the same information repeatedly across multiple departments. For example, if you need to apply for a passport, the app will automatically pull data from other government databases, saving you time and reducing paperwork.

Security and privacy

The CitizenApp employs robust security features, including encryption, secure APIs, and compliance with international privacy regulations, to ensure that citizens’ data remains safe. It also uses blockchain technology for secure transactions, further enhancing trust in the system.

Cost and management

The CitizenApp Interoperability System (CADIS) was procured by the Ghana Revenue Authority (GRA) with authorization from the Public Procurement Authority as an upgrade of the Ghana.GOV platform.

The total cost of CADIS is GH₵383,573.59. Government agencies already onboarded to the Ghana.GOV platform will not be charged for using CADIS, but public service providers may be required to pay a fee in the future.

The launch of the CitizenApp is part of the government’s broader vision of making Ghana a digital leader in Africa. By providing a central platform for public services, the app not only simplifies citizen-government interactions but also strengthens transparency and efficiency in governance.
