Meet The ‘Solid’ Five-Member Team To Lead Mahama’s Operation Recover All Loot Policy

President-elect John Dramani Mahama has announced a five-member team to lead the National Democratic Congress’ (NDC) preparatory efforts toward the rollout of its Operation Recover All Loot (ORAL).

The programme, central to Mahama’s campaign and prominently featured in his 120-day social contract agenda, seeks to combat corruption, reclaim looted state resources, and enforce strict accountability measures in Ghana’s public sector.

ORAL is designed as a comprehensive strategy to address systemic corruption and financial impropriety. By focusing on recovering misappropriated funds and resources, the initiative aims to strengthen governance, restore public trust in state institutions, and provide much-needed fiscal space for national development.

A circular dated December 18, issued by the Office of the President-elect, introduced the five-member ORAL team, entrusted with the monumental task of spearheading the initiative.

The members of the team include the following;

 

1. Hon Samuel Okudzeto Ablakwa – Chairman

Samuel Okudzeto Ablakwa is a Ghanaian politician and a Member of Parliament for North Tongu. He was a deputy minister of state under both John Atta Mills and John Mahama.
2. Mr Daniel Domelovo-Former Auditor-General

Daniel Yaw Domelevo is a Ghanaian accountant who currently serves as a Board member of the Global Fund.

He is a former Auditor-General of Ghana. He was appointed by John Dramani Mahama in 2016 to replace Richard Quartei Quartey who had retired from Public service.

In his role as Auditor-General of the country, he also served as keynote speaker for public lectures on auditing, corruption and issues relating to management of finances

He won the 2019 Integrity Personality Award at the 2019 Ghana Integrity Initiative awards
3. COP(Rtd.) Nathaniel Kofi Boakye

COP (Rtd.) Nathan Kofi Boakye, who is widely known as Commander One, is recognised for his significant contributions to crime fighting in the country.

He gained national recognition in 2005 when, he led officers from the Accra Region Command in the arrest of notorious armed robber Ataa Ayi and some members of his gang, making him a household name in Ghana.

During his tenure as the police chief in the Ashanti Region, he implemented a dynamic approach to apprehending criminals, which struck fear in the hearts of many robbers.

Under his leadership, numerous wanted criminals in Kumasi and its surrounding areas were apprehended. Additionally, Commander One was known for his strong opinions and controversial arrests of public figures, including musicians Kwaw Kese and Shatta Wale.

 

4. Mr Martin Kpebu-Private Legal Practitioner

Martin Kpebu is a notable Ghanaian lawyer and human rights activist, recognized for his influential contributions to the country’s legal field. Throughout his career, he has been involved in several landmark cases at Ghana’s Supreme Court, which have led to pivotal reforms in the legal system.

Martin Kpebu is known for his outspoken stance on political issues, criticizing both current and past Ghanaian administrations. Despite his criticism of government policies, he has not publicly aligned himself with any political party. Kpebu’s focus is on ensuring justice and accountability in governance, as he advocates for legal reforms and the protection of human rights. His stance reflects his belief in holding all leaders accountable, irrespective of their political affiliations, and promoting civic engagement for the betterment of society.

 

5. Mr Raymond Archer-Investigative Journalist.

An investigative journalist for the Ghanaian Chronicle,the largest independent daily newspaper in Ghana.He is a graduate of the Ghana Institute of Journalism and a fellow of Marquette University/Les Apsin Centre for Government in Wisconsin.

Raymond Archer is the Chief Executive Officer of the Universal Label and Packaging Company.

In 2002 Archer won both the Global Medal and the African Prize of the 2002 Lorenzo Natali Prize for Excellence in Journalism sponsored by the European Union and the International Federation of Journalists.He is a board member of the West African Organization for Democracy and Governance.

 

The concept of Operation Recover All Loot first gained public attention on September 4, 2024, when groups affiliated with the NDC organised a demonstration at the Ministry of Finance to protest what they described as “gross financial mismanagement” under the outgoing Nana Addo Dankwa Akufo-Addo administration.

The protest was attended by civil society groups, students, and private citizens.
