Confusion Rocks Forestry Commission Over New CEO’s Alleged Refusal To Revoke ‘Illegal Promotions’

There is growing tension and uncertainty at the Forestry Commission (FC) following what some disgruntled staff have described as a deliberate inaction on the part of the Ag. Chief Executive Officer of the commission to implement the revocation of the appointments of some four officers who were promoted in breach of the Constitution of Ghana.

These officers were promoted to the rank of directors by the Public Services Commission (PSC) without prior approval from the then President Nana Akufo-Addo.

The officers’ promotions were eventually revoked after the Public Services Commission failed to provide information on letters purporting to have emanated from the presidency directing them to elevate them to the position of directors.

Per the Constitutional provisions on the appointment of public officers, officers of public institutions can be promoted to directorship positions only by the president in accordance with the advice of the governing board of the said institution given in consultation with the Public Services Commission.

However, Joy News’ investigations revealed the Public Services Commission undertook the promotions without approval from the presidency.

To address these Constitutional breaches, the PSC two weeks ago, reversed these promotions through revocation letters to the officers concerned through the Ag. Chief Executive Officer of the FC.

Our investigations so far indicate that two weeks down the line, the Ag. CEO, Dr. Hugh Brown has failed to implement the directive from the PSC by ensuring that these officers return to their previous positions in the commission.

The officers in question are still at post illegally performing duties as directors.

The affected officers are: Carl Ahadze – Manager Compliance,

Christian Fumey-Nassah – Manager, Stakeholder and Ecotourism.

Yaw Kwakye – Operations Manager, Natural Forest and

Yaw Atuahene Nyarko – Production Manager, Resource Management Support Center (RMSC).

The promotions of these officers were rushed through when the commission sidestepped all the due process to effect the promotions.

A copy of one of the letters dated December, 4, 2024, and sighted by Joy News from the Public Services Commission signed by Ing. (Mrs) Mabel Amoako-Atta promoting Yaw Attuahene Nyarko, a manager who was promoted as a Director to the Resource Management Support Center (RMSC) of the Commission and the subsequent failure of the PSC to provide the letter from the president to back the promotion confirms how the whole exercise was carried out fraudulently.

In view of the PSC reversing its own fraudulent promotion, it was expected that the Chief Executive Officer of the FC will take the necessary action until due diligence is followed for the current president, John Mahama, to promote people he deems fit for these positions.

After 48 hours, Joy News is yet to get the comments of the CEO of the Forestry Commission who promised to return our call in fifteen minutes.
