Fair Wages CEO Benjamin Arthur Removed From Office — Sources At Presidency Confirm

The government has terminated the appointment of Benjamin Arthur, Chief Executive Officer of the Fair Wages and Salaries Commission (FWSC).

The decision, which took effect on Tuesday, April 15, 2025, was confirmed by sources within the Presidency, although no official reason has been disclosed.

Mr. Arthur, who was appointed by former President Nana Addo Dankwa Akufo-Addo in January 2022, brought a diverse background to the role, combining civil engineering, labour relations, and conflict resolution expertise. His removal comes at a time of increased scrutiny and tension within the public sector wage landscape.

A labour administration, employment service, and labour relations specialist, Mr. Arthur is also a certified mediator and alternative dispute resolution (ADR) expert, with a strong academic and research foundation in workplace conflict management.

He holds a Master of Arts degree from both the Ghana Institute of Management and Public Administration (GIMPA) and the Kofi Annan Peacekeeping Training Centre. He also possesses an Executive Masters degree from the Institute of Paralegal Training and Leadership Studies in Accra, and a Professional Executive Masters degree from the PULSE Institute (Calgary, Canada) and Mediation Training Institute International (Kansas City, USA).

Before transitioning into labour administration, Mr. Arthur trained as a civil structural engineer, earning his first degree from Kwame Nkrumah University of Science and Technology (KNUST). He practised as an engineer for 23 years and is a corporate member of the Ghana Institution of Engineers (GhIE).

Prior to joining FWSC, Mr. Arthur served as a Labour Administration Expert under a European Union Technical Assistance Project at the Ministry of Employment and Labour Relations.

His expertise spans labour audits, inspections, collective bargaining, industrial strike measurement, and ISO records management. His leadership at FWSC came during critical efforts to review Ghana’s Single Spine Pay Policy, over a decade after its implementation.

It remains unclear who will be appointed to replace him.
