Public school facilities in our area have long been primarily funded from local property taxes. These taxes have been difficult to collect and not enough for many challenging developmental needs within our constituency. Now the ability to fund school facilities entirely through government may be delaying the pace of improving educational service delivery and development specific to our community size and needs.
Some communities are growing so fast that they are faced with challenges repeatedly. Many people have multiple options where their child can attend public, or private schools, as situation which may dilute the real needs of public facilities. Finally, citizen’s tolerance for increased property rate or taxes is very low and; in some cases very bad. It maybe time to review the kinds of school facility planning and budgeting practices that schools employ.
Survey the district and schools, concerning age and replacement needs of their existing buildings , including forecasts for needed new or remodeled schools over short, medium and long term planning horizons.
What new funding mechanisms in Ghana might be used for facilities funding.
Infact, we ought to ask ourselves why we are unable to contribute to our developmental needs through appropriate and timely payment of our property taxes. I would use this medium to urge citizens to pay their fair share towards the basic necessity of our community including improving school facilities and our roads. These are my few thoughts. Ordinary people can become development partners and sponsors too. Thanks a lot.
