NCCE Commemorates 30th Anniversary Of The 4th Republic With Students Of Royal Ann College Of Health

The Atwima Nwabiagya Municipal Office of the National Commission for Civic Education (NCCE) has held a symposium with students of Royal Ann College of Health, a prestigious private tertiary institution located at Atwima Manhyia in the Atwima Nwabiagya Municipality.

The symposium formed part of the NCCE’s activities lined up in commemoration of the 30th Anniversary of Ghana’s Fourth Republican Constitutional Governance.as part of its ongoing activities
The theme for the symposium was “Thirty Years of Uninterrupted Constitutional Democracy: the Principles and Objectives of the 1992 Constitution in Perspective”. The programme saw the presence of the Registrar of the institution, Mr. Thomas Kofi Tawiah and other key personalities such as Miss Charity Adu, Human Resource Director and Mr. Kwadwo Noamesi Kull, SRC President.

The lecture touched on an overview of Ghana political history as well as the nitty-gritties of the 1992 Republican Constitution, with emphasis on the Principles and Objectives of the Constitution and for that matter, Ghana’s governance system.

In the main presentation of the occassion, the Municipal Director of the Atwima Nwabiagya Municipal Office of the NCCE, Mr. Emmanuel Kwadwo Wiredu, took the students through the political history of Ghana, the structure, principles and objectives of the 1992 Republican Constitution. He pointed out that the preamble of the 1992 Constitution can be divided into three main components namely, the enacting statements, which commits the citizenry to the authority of the Constitution, the expression of hope and aspirations and thirdly, the underlying Principles of the Constitution.

He further indicated that the Principles of the Constitution can embodied in the preamble of the Constitution which explained as:

– Freedom, Justice Probity and Accountability,
– Sovereignty residing with the people
– Universal adult suffrage
– The rule of law
– Protection and preservation of fundamental human rights and freedoms
– Unity and stability of the nation

On the objectives of the 1999 Constitution, Mr. Wiredu taught the students that they can be found in Chapter 6, Articles 34 to 40 of the Constitution and they provide moral obligation on the citizens, the Executive, the Legislature, the Judiciary, Council of State, Political Parties and all state and parastatal institutions. Broadly, the objectives of the Constitution were explained as Political objectives, Economic objectives, Social Objectives, Educational Objectives and Cultural Objectives. He further remarked that the objectives of the Constitution of Ghana as contained under Chapter six could be used by citizens as the benchmark for assessing the performance of the state and for that matter every government.
Mr. Wiredu entreated the students to uphold and defend the Constitution in order to sustain Ghana’s fourth Republican democracy and the successes chalked this far.
